The scarcest input on a European fibre build in 2026 is the technician.
Germany's federal broadband office lists skilled labour among the main barriers to the country's gigabit buildout (Gigabitbüro des Bundes). The trade press is blunter: "skilled-worker shortage threatens broadband rollout," ran one German industry headline (ZFK). Anyone who has tried to book a splicing crew for September knows the feeling.
Europe's networks now pass some 295 million homes, about 79% of households across the EU39 (Fibre Systems, on the FTTH Council's 2026 Market Panorama). What remains is the expensive tail: rural premises and in-building work, the connections that take the most labour per home. The labour constraint bites hardest exactly where the remaining work sits.
The component squeeze stacks on top. Standard cable lead times went from 8 to 12 weeks to 20, with specialty builds quoted out to a year (Tom's Hardware, Fierce Network). A crew waiting on parts is the most expensive kind of idle.
The splice hour
Field splicing in Europe runs €40 to €60 an hour in the rates we see, before you count the van and the schedule risk.
Now count the splices between cabinet and customer on your current design. Each one is prep, splice, protection, test. Each one is also a possible re-test and a possible truck roll later.
A factory-terminated assembly moves that hour from the trench to a bench in a plant. The splice becomes a connector pair that was polished and tested before it left the factory, with the report to show for it, and the field work becomes routing and plugging. Training providers in this industry make the same point: pre-terminated product multiplies what scarce technicians can cover (Wray Castle).
This is a range argument. It holds across pre-terminated drops, patchcords, pigtails, MPO trunks and the distribution boxes they land in, and the saving comes from designing the whole job around factory termination wherever lengths are known.
Where field splicing still wins
I wouldn't pitch pre-terminated everywhere, and I don't.
Long outside-plant runs are splicing country and will stay that way. So are routes that get decided in the field, and so is repair work. If your lengths are unknown until the crew opens the ground, factory termination has little to offer you.
Pre-terminated pays where lengths are known and density is high: in-building risers, data-centre white space, campus backbones, cabinet-to-home drops off a good survey. On those jobs the question is whether the factory will build your lengths and land them inside your schedule.
Length risk, and the custom answer
The catch with factory termination is length. Order catalogue lengths and you either coil slack in every box or come up 2 metres short in the worst place.
